It all started during a routine patrol when Norman discovered a 2-year-old sleeping on top of her mother– who was just days from giving birth.
“I passed the sidewalk in the middle of my patrol area and then I see a baby stroller”but didn’t see anyone nearby, Officer Norman said.

He turned to find the mother, Jessica, lying on the sidewalk with her daughter Kayla curled up on her chest. When he woke them up, Jessica said, “I was scared I was in trouble or something.â€

The mother and daughter had been homeless since March, when they fled a domestic-violence situation. The pair had maxed out their stay at a local women’s shelter, and they began sleeping in public places because it seemed to be the safest option.

After hearing her story, Norman took Jessica and Kayla to a motel. Then he posted their story and a video on Instagram, and donations started flooding in from around the world; from clothes and shoes to diapers and toys. Just days later, Jessica gave birth to her son Xavier.
